Since its inauguration in 1990 as Japan's first museum specializing in photography, Tokyo Metropolitan Museum of Photography has been dedicated to the collecting, preserving and exhibiting of still and moving images. The defining characteristic of this museum is its focus on photography and cinematography in general, rather than on one particular photographer. The collection consists of 25,000 items, a size hard to be found elsewhere in the world.

The museum building, conveniently located within a short walk from Ebisu station, has four floors above ground and one basement.

The basement and the second and third floors are open for exhibitions and workshops. Particularly popular among younger visitors are programs on animation films.

The first floor offers movie screenings, and a museum shop handling stationary goods and photography-related trinkets. The library on the fourth floor carries a substantial collection of over 60,000 books on photographs and photographers.
